The Pfeil gouge numbering system is designed to sort the degree of curvature of the tool.  #1 indicates a fully flat tool – a chisel or skew.  #2 is slightly rounded, and the degree of curvature increases up to #11, which is almost a full "U" shaped.  Higher numbers refer to "V" shaped tools and some specialty tools.
